ok i found an easier solution for this issue problem and
you need to follow the steps below every time you add or remove a mod via mod managers.
1.all you got to do is download this: (if you have SKSE otherwise skip this step)

what that does is launches SKSE through your skyrim launcher
2.now open skyrim launcher and click on "Data Files" and if you wish to reset the order do so (not needed) and press "OK"
now what this just did is reset the "plugin.txt" in "c:/usets/username/appdata/skyrim/" to its game default instead of the format your mod manager set it to.
3. launch the game, it will work fine
well you can do so every time you launch the game (with is not needed) or do this when ever you add or remove a mod from the mod manager.
